Born in Madrid in 1946, he studied law at the Universidad Complutense in the same city. In 1974 he became number one at the State Body of Lawyers, and is currently chairman of UBS España, and a member of the European Advisory Board.

He has dedicated half his professional life to Public Administration, and is the only Spaniard to have held senior positions under the three parties which have governed the country since the return of democracy:

• With the UCD, Head of the Board of the Ministry of Industry and Energy (1977-1979). General Secretary on the Administration Council of the National Industry Institute (1979-1982) and Under-Secretary of Defense.
• With the PSOE, Under-Secretary of Defense (1982-1984) and Secretary of State for Defense (1984-1987).
• With the PP, Minister of Defense (1986-2000). 

He has held various positions in the private sector: Chairman of Telettra España, Vice-Chairman and Chairman of Cubiertas MZOV, Chairman of Peugeot-Talbot España and Chairman of Airtel.
